Pact strives to support transformational processes, which will lead to the formation of modern Belarusian civil society based on the European values, in which dignity, sense of belonging to a community and responsibility for its present and future will define a  new quality of life in Belarus. We view the European values to be the rights and responsibilities of citizens, as well as, balance, cooperation and mutual understanding between sectors (government, business and civil society), instead of their present, zero sum, competition. 

CMDF supports local community initiatives, regional initiatives of national organizations, as well as, initiatives/organizations on national level, directed to develop understanding of Belarusian citizens of the responsibility for their lives, their active participation in the improvement of quality of life on a local level , as well as,  strengthening the sense of belonging to their community. CMDF works with those organizations and initiatives, which understand that successful progressive transformation requires the following:

• understanding of ongoing needs of Belarusian community as a whole,  not only of a small part of it;
• formation of precise alternative vision based not only on someone else’s opinion, but also on verified facts regarding topical issues of a target group;
• delivering professional services to the members of the target audience;
• open and systematic communication with all parties involved regarding topical issues, which require transformation;
• civic activities based on principles of professionalism and the European values.
