APPLICATION REVIEW PROCEDURE

The Fund operates under the principle of continuous admission of applications. It means that you may apply to us with a project’s concept any time, without being in danger to miss an application deadline.

Stage 1 – Consideration of ideas

The process of review of applications and selection of projects is divided into two stages. During the first stage we invite you to address the Fund with an idea of a project (1-2 pages). In order to use your and our time effectively, we ask you to formulate your ideas according to the Fund’s requirements, which you may find here.    

Ideas, as well as full-scale projects, may be presented in any of the following languages: Belarusian, Russian and English.

We hope that not being required to prepare an initially detailed project proposal you will be able to save time. We also believe that this procedure will facilitate access to the Fund for those initiatives and active citizens, who do not have previous experienced of working with project documentation.

This procedure does not mean that you can’t present a full-scale project document from the start, if you already have one drafted.

However, the Fund’s experience proves that many applicants use a simplified procedure of application without due care. We frequently receive ideas, which are so brief and vague, that it appears impossible for us to draw any conclusions. For this procedure to work efficiently we would ask you to be more conscientious while drafting your ideas so that we could get an understanding of a problem and a goal of the project, methods of work and the results you want to obtain. Additionally, we will not be able to reach applicants, who fail to indicate their contact information when sharing ideas with us.

Ideas are considered by the Fund’s staff, as a rule, within the period of 3-5 working days. During this time a representative of the Fund may ask you to present additional information. Then ideas, which are in line with the CMDF missions, vision and approaches, are selected for the preparation of full-scale project documents facilitated by the Fund’s staff. A personal meeting and discussion with the Fund’s representative in Belarus is an important step during the preparatory stage. In a course of the meeting parties discuss organizational capacity of the applicant (i.e. his/her ability to manage a project and financial resources), devise a development plan for the organization and discuss project’s details.

Stage 2 – Review of full-scale project documents and evaluation

During the second stage, detailed project proposals, prepared by applicants with mentorship from Fund’s staff, are reviewed by CMDF Board. The Board meetings are called based on a number of applications received, while in practice the Board meets approximately once every two months.  The Board, which is comprised of representatives from 8 international organizations, reviews every project proposal separately and makes its decision by consensus.  Applicants, whose projects are approved by CMDF Board, are notified about the decision without delay.

Applicants, whose project documents were rejected by the Board, receive explanation of the decision along with recommendations. As we are in search of new ideas and initiatives, any applicant may address the Fund repeatedly. We also welcome applications with several project ideas concurrently (provided that there is an appropriate substantiation).
